Gary Ferguson, Senior Vice President

Gary Ferguson specializes in health care and public policy research. He has extensive experience in conducting research related to member satisfaction, provider satisfaction, benefit development and new product development. In addition, he has directed hundreds of studies relating to the Federal Employees Health Benefits Program and numerous studies relating to Medicare and Medicaid issues and other program evaluations.

He has been involved not only with project management, but as an analyst, moderator, and consultant and has presented client data to Members of Congress, the White House, the Office of Personnel Management, and the national press. Through this experience, he has developed wide-ranging knowledge regarding health care issues, policies, programs and challenges.

Mr. Ferguson has also examined other health issues at the national, state and local levels through research conducted and analyzed for the Advisory Council on Social Security, the Alliance to Improve Medicare, the American Hospital Association, the American Medical Association, the BlueCross and Blue Shield Association, the Center for the Advancement of Health, the Healthcare Leadership Council, Pfizer Inc., the Pharmaceutical Research and Manufacturers Association, and other American Viewpoint clients.

As a consultant to the International Foundation for Election Systems, he has directed major national surveys in Russia, Ukraine, and Armenia, and conducted qualitative and quantitative research in the Philippines. In addition, he has worked with the International Republican Institute on its Russia and Central Asia programs. He has presented this research to such organizations as the Center for Strategic and International Studies, the U.S. State Department, the World Bank, the Senate Foreign Relations Committee, and diplomats in Russia, Ukraine, and Kazakhstan.

Aside from his work in these areas, he has conducted polling for numerous congressional and statewide campaigns and advised a diverse clientele including trade and professional associations, government agencies, educational institutions, public affairs companies, corporations, and national advocacy groups.
